Lenovo's Q3 sees sales reach $9.4 billion, profits rise to $200 million

While big chunks of the industry may be feeling gloomy, the artist formerly known as IBM's PC Division keeps on raking in money. Lenovo's third quarter earnings report reveals that the company sold $9.4 billion worth of hardware, keeping $200 million of that back for itself in net profit. It's also seen its Chinese smartphone business turn a profit, and is now eyeing Russia as the next land ripe for conquering. Lenovo's corporate mattress is so stuffed that it probably smells of money, as the company has squirreled away $4.2 billion for a rainy day, or, you know, something else.

Magnitude-6.8 earthquake shakes northern Chile

SANTIAGO, Chile (AP) ? A magnitude-6.8 earthquake shook offices, toppled supermarket shelves and broke windows on Wednesday in north-central Chile, where people fled some buildings in panic.

A 50-year-old woman in the city of Copiapo died of a heart attack, said Atacama Regional Governor Rafael Prohens, who attributed her death to fear during the quake. Authorities said that damage was limited and discounted the possibility of a tsunami.

The U.S. Geological Survey originally reported the quake at 6.7, but later revised it upward. It struck at 4:15 p.m. (3:15 p.m.; 2015 GMT) and was centered 27 miles (44 kilometers) north of Vallenar, Chile.

The quake shook the capital of Santiago, causing office buildings to sway, but was felt most powerfully in the north where state television showed images of scattered groceries at supermarket floors and broken windows at several homes in Vallenar, Copiapo and other nearby cities.

Witnesses described people running from buildings into the streets in panic.

Vallenar Mayor Cristian Tapia said telephone lines were jammed and some electricity lines were temporarily down but services were slowly returning.

"The first half hour was really tough. We're still having problems with telecommunications," Tapia told state television. "Two walls collapsed. We're evaluating ruptures at homes to find out if they're still safe to live in."

But Chile's Emergency Office, ONEMI, said no injuries were immediately reported and damage to infrastructure appears minimal. The oceanographic service discounted the possibility of a tsunami.

"There's no doubt the population in some places fled, following a culture of evacuation," Miguel Ortiz, national chief of the early alert center at ONEMI. Two lower intensity aftershocks were also reported.

A devastating 8.8-magnitude quake and the tsunami it unleashed in 2010, killed 551 people, destroyed 220,000 homes and washed away docks, riverfronts and seaside resorts. The disaster cost Chile $30 billion, or 18 percent of its annual gross domestic product.

Chile is one of the most earthquake-prone countries in the world.

Just off Chile's long coast, the Nazca tectonic plate plunges beneath the continent, pushing the Andes to ever-higher altitudes. The 2010 quake was so strong it changed time, shortening the Earth's day slightly by changing the planet's rotation.

The strongest earthquake ever recorded also happened in Chile, a magnitude-9.5 in 1960 that killed more than 5,000 people.

Rich Snyder ran In-N-Out Burger from 1976 until 1993, when he died in a plane crash. The popular West Coast burger chain grew steadily under Snyder?s leadership, hiring rapidly to fill positions in newly opened restaurants. Snyder knew he needed to create mechanisms to motivate newcomers.

Because the company?s success hinged on its core product?burgers?Snyder abandoned conventional wisdom: Instead of assigning low-paid employees to flip the meat, he insisted that only store managers could work the grill.

Every burger was made to order, so Snyder wanted to emphasize to his work??force that only the most skilled, experienced individuals could develop the speed and coordination to handle such a critical job. As a result, em??ployees worked hard to earn the right to grill burgers?a task that competing chains viewed as monotonous.

(AP) ? The U.S. economy unexpectedly shrank from October through December, the first quarterly drop since 2009 and a reminder of the economy's vulnerability as automatic cuts in government spending loom.

The Commerce Department said the economy shrank at an annual rate of 0.1 percent mainly because companies restocked at a slower rate and the government slashed defense spending. Those trends partly reflected uncertainty late last year about the fiscal cliff, which Congress averted in a deal reached Jan. 1.

Economists say those factors could prove temporary. Still, the sharp slowdown from the 3.1 percent annual growth rate in the July-September quarter, also driven by a drop in U.S. exports, raised concerns about 2013.

Congressional Republicans seem determined to permit the deep cuts to strike the Pentagon and domestic programs to try to force Democrats to make budget concessions. And Americans are coming to grips with an increase in Social Security taxes that has begun to leave them with less take-home pay.

Government spending cuts and slower company restocking, which can fluctuate sharply, subtracted a combined 2.6 percentage points from GDP. Those two factors offset a 2.2 percent increase in consumer spending. And business spending on equipment and software rose after shrinking over the summer.

Consumer spending added 1.5 percentage points to GDP, and business investment added 1.1 points ? both stronger contributions than in the third quarter.

Economists stressed that the key factors that dragged on GDP in the fourth quarter could prove short-lived, even though the economy faces other threats in 2013.

"Frankly, this is the best-looking contraction in U.S. GDP you'll ever see," Paul Ashworth, an economist at Capital Economics, said in a research note. "The drag from defense spending and inventories is a one-off. The rest of the report is all encouraging."

For all of 2012, the economy expanded 2.2 percent, better than 2011's growth of 1.8 percent.

The plunge in defense spending in the October-December quarter followed a jump in the third quarter. The fluctuation might have reflected higher-than-usual spending that occurred in the July-September period in anticipation of government spending cuts later in the year. Some defense contractors reported lower government spending at the end of the year.

Last week, General Dynamics blamed a $2 billion loss in the fourth quarter on "slowed defense spending."

Exports fell by the most in nearly four years, a result of Europe's recession and slower growth in China and some other large developing countries.

Incomes, though, jumped last quarter as companies paid out special dividends and bonuses ahead of expected tax increases in 2013. Commerce estimated that businesses paid nearly $40 billion in early dividends. After-tax income, adjusted for inflation, rose 6.8 percent, the most in nearly four years.

Superstorm Sandy likely also dragged on growth by closing factories, disrupting shipping and shutting down retail stores. While the department did not specify Sandy's effect on GDP, it estimated that Sandy destroyed about $36 billion in private property and $8.6 billion in government property.

Subpar economic growth has held back hiring. The economy has added about 150,000 jobs a month, on average, for the past two years. That's barely enough to reduce the unemployment rate, which has been a still-high 7.8 percent for two months.

Economists forecast that unemployment stayed at that rate in January. The government will release the January jobs report Friday.

The slower growth in stockpiles followed a jump in the third quarter. Slower inventory growth means factories likely produced less. Heavy equipment maker Caterpillar Inc. said this week, for example, that it reduced its inventories in the fourth quarter as global sales declined from a year earlier.

Still, with consumer spending rising, companies might have to rebuild inventories in the current January-March quarter, economists say. That could boost growth.

Wednesday's report is the first of three estimates of GDP the government issues each quarter. GDP measures the nation's total output of goods and services ? from restaurant meals and haircuts to airplanes and appliances. The estimates of GDP are revised by an average of 1.3 percentage points between the first and third estimate. That means the final figure for the fourth quarter might end up showing either growth or a steeper contraction.

A big question for 2013 is how consumers will react to the expiration of the Social Security tax cut. Congress and the White House allowed the temporary tax cut to expire in January but prevented income taxes from rising for most Americans.

The Social Security tax increase will reduce take-home pay this year by about 2 percent. A household earning $50,000 a year will have about $1,000 less to spend. A household with two high-paid workers will have up to $4,500 less.

A key measure of consumer confidence plummeted this month after Americans noticed the reduction in their paychecks, the Conference Board reported Tuesday.

Several trends, though, are expected to boost growth later this year.

Home builders are stepping up construction to meet rising demand. That should create more construction jobs.

And home prices are rising steadily. That tends to make Americans feel wealthier and more likely to spend. Housing could add as much as 1 percentage point to economic growth this year.

In addition, auto sales reached their highest level in five years in 2012. That's boosting production and hiring at U.S. automakers and their suppliers.

Asian shares rally, eye Fed, U.S. data

TOKYO (Reuters) - Asian shares rallied on Tuesday as recent selling drew bargain hunters ahead of more U.S. economic data and a Federal Reserve policy decision later in the week that may offer clues to the Fed's stimulus plans.

European markets were seen following Asia higher, with financial spread-betters predicting London's FTSE 100, Paris's CAC-40 and Frankfurt's DAX would open up as much as 0.3 percent.

U.S. stock futures were up 0.1 percent, hinting at a firm Wall Street start.

Solid U.S. earnings and an improving U.S. business spending gauge have combined with a recent run of positive global economic data, along with signs of easing financial stress in the euro zone, putting upwards pressure on Treasury yields.

Further signs of brightening U.S. growth prospects would fuel speculation the Fed may consider pulling back on aggressive easing stimulus. The Fed ends a two-day policy meeting on Wednesday.

The first estimate of U.S. fourth-quarter gross domestic product also will be released on Wednesday, followed by non-farm payrolls on Friday.

Few expect any immediate change to the Fed's very accommodative monetary stance while other central banks such as the Bank of Japan also embark on fresh easing to help spur economic activities. India's central bank cut interest rates on Tuesday for the first time in nine months.

The MSCI's broadest index of Asia-Pacific shares outside Japan rallied 0.9 percent to snap a four-day losing streak, led by a 1.1 percent jump in Australian shares to a fresh 21-month high on gains in financial shares.

"It seems that a lower interest rate environment is starting to improve confidence among the Australian business community. Mix this in with the China rebound and we have a sharp rise in confidence," said Ben Taylor, sales trader at CMC Markets.

South Korean shares, which slumped to an 8-week low on Monday, rebounded 0.8 percent.

Japan's Nikkei stock average reversed earlier declines and closed up 0.4 percent, buoyed by optimism over earnings of major banks.

"With yields on U.S. Treasury and German government bonds inching higher, one might say investors may be shifting funds to riskier assets from safe-havens," said Yuji Saito, director of foreign exchange at Credit Agricole in Tokyo.

The benchmark U.S. 10-year note yield briefly pierced 2 percent on Monday for the first time since last April, and inched up 2.5 basis points (bps) in Asia from New York close. The 10-year Japanese government bond yield also rose.

Naka Matsuzawa, fixed income strategist at Nomura Securities, said in research note that a sell-off in 5-year Treasury notes over the last two days "would not have occurred unless expectations of an economic recovery have gained ground to the extent that the monetary policy outlook begins to change."

"The market is aware that risks are toward more hawkish FOMC statements in the future rather than dovish ones," considering a pick-up in the U.S. economic recovery and stock market rally, as well as the underlying global risk-on trend, he said.

STUBBORN YEN

Yen selling paused, helping to bolster the benchmark South Korean stock index which is vulnerable to exchange rate swings as exporters lead market capitalisation.

The dollar fell 0.1 percent to 90.78 yen after touching 91.32 on Monday, its highest level since June 2010, while the euro recouped earlier losses against the yen to steady around 122.10 yen after hitting 122.91 on Monday, its highest point since April.

The euro was at $1.3450, not far from an 11-month high of $1.3480 hit on Friday.

The euro's strength sharply contrasted with the crumbling pound, which has been pressured by worries about the weak UK economy, prospects of more monetary easing by the Bank of England and the UK's unclear role within the European Union.

The euro extended its recent stellar run to hit 0.8575 sterling, its highest since late 2011, on Tuesday. The pound fell to $1.5687, near a five-month low.

"The UK is a small open economy that has benefited from capital inflows because it is not in the euro area but is in the EU. The former is less helpful now, the uncertainty about the latter is a clear negative. The result could be to take EUR/GBP close to 0.90 before long-term downtrend resumes," said Kit Juckes, FX strategist at Societe Generale in a note.

Commodities were underpinned by a more positive global growth outlook.

"I don't think there's much downside risk," said Tetsu Emori, a commodities fund manager at Astmax Investments in Tokyo. "I think economic data out of the United States has improved, so i don't think there are any negative factors in the market."

U.S. crude rose 0.4 percent to $96.80 a barrel and Brent inched up 0.1 percent to $113.64.

London copper gained 0.4 percent to $8,078 a tonne.

Gold inched up 0.4 percent to $1,661.95 an ounce but was capped by receding investor appetitie for safe-haven assets.

Asian credit markets lagged the region's rallying equities, pushing the spread on the iTraxx Asia ex-Japan investment-grade index wider by 2 basis points.

Mali military enters fabled town of Timbuktu

SEVARE, Mali (AP) ? Backed by French helicopters and paratroopers, Malian soldiers entered the fabled city of Timbuktu on Monday after al-Qaida-linked militants who ruled the outpost by fear for nearly 10 months fled into the desert, setting fire to a library that held thousands of manuscripts dating to the Middle Ages.

French Col. Thierry Burkhard, chief military spokesman in Paris, said that there had been no combat with the Islamists but that the French and Malian forces did not yet control the town.

Still, there was celebration among the thousands of Timbuktu residents who fled the city rather than live under strict and pitiless Islamic rule and the dire poverty that worsened after the tourist industry was destroyed.

"In the heart of people from northern Mali, it's a relief ? freedom finally," said Cheick Sormoye, a Timbuktu resident who fled to Bamako, the capital.

Timbuktu, a city of mud-walled buildings and 50,000 people, was for centuries a seat of Islamic learning and a major trading center along the North African caravan routes that carried slaves, gold and salt. In Europe, legend had it that it was a city of gold. Today, its name is synonymous to many with the ends of the earth.

It has been home to some 20,000 irreplaceable manuscripts, some dating to the 12th century. It was not immediately known how many were destroyed in the blaze that was set in recent days in an act of vengeance by the Islamists before they withdrew.

Michael Covitt, chairman of the Malian Manuscript Foundation, called the arson a "desecration to humanity."

"These manuscripts are irreplaceable. They have the wisdom of the ages and it's the most important find since the Dead Sea Scrolls," he said.

The militants seized Timbuktu last April and began imposing a strict Islamic version of Shariah, or religious law, across northern Mali, carrying out amputations and public executions. Women could be whipped for going out in public without wearing veils, while men could be lashed for having cigarettes.

Just over two weeks after the French began their military intervention in Mali, French and Malian forces arrived in Timbuktu overnight, the French military spokesman said Monday.

"The helicopters have been decisive," Burkhard said, describing how they aided the ground forces who came from the south as French paratroopers landed north of the city.

But the French have said Mali's military must finish the job of securing Timbuktu. And the Malians have generally fared poorly in combat, often retreating in panic in the face of well-armed, battle-hardened Islamists.

During their rule in Timbuktu, the militants systematically destroyed cultural sites, including the ancient tombs of Sufi saints, which they denounced as contrary to Islam because they encouraged Muslims to venerate saints instead of God.

The mayor said the Islamists burned his office as well as the Ahmed Baba institute, a library rich in historical documents.

"It's truly alarming that this has happened," Mayor Ousmane Halle told The Associated Press by telephone from Bamako. "They torched all the important ancient manuscripts. The ancient books of geography and science. It is the history of Timbuktu, of its people."

Some manuscripts had been removed from Timbuktu or hidden away for safekeeping from the Islamists.

"UNESCO is very concerned about the reports coming out of Timbuktu as to damage on cultural heritage there," UNESCO chief spokeswoman Sue Williams said from Paris.

The destruction recalls tactics used by the Taliban in 2001 when they dynamited a pair of giant Buddhas carved into a mountain in Afghanistan. The Taliban also rampaged through the national museum, smashing any art depicting the human form, considered idolatrous under their hardline interpretation of Islam. In all, they destroyed about 2,500 statues.

Mali's Islamists still control the provincial capital of Kidal farther north and are believed to have dug a network of tunnels, trenches and caves from which they can launch attacks.

Nana Toure, a native of Timbuktu now living in the capital, said she was delighted to hear that the French had arrived but worried how long the Malian soldiers could hold the town without help.

"French troops must not leave us alone then because those who fled may come back and cause problems for us," she said. "French troops have to stay a bit to stabilize the place."

President Obama, who made sweeping immigration reform a key promise in his reelection campaign and won more than 70 percent?of the Latino vote in November, is delivering a speech in Las Vegas Tuesday to announce the White House initiative on the issue. House Republicans, too, are expected to take up their own proposals.

All the activity indicates that broad-based immigration reform, which for years languished in the realm of political impossibility, may now be within Washington?s reach.

?Other bipartisan groups of senators have stood in the same spot before trumpeting similar proposals. But we believe this will be the year Congress finally gets it done,? said Sen. Charles Schumer (D) of New York.

?The politics of this issue have been turned upside down,? he said. ?For the first time ever, there?s more political risk in opposing immigration reform than in supporting it.?

Majority Leader Harry Reid (D) of Nevada pledged on the Senate floor Monday to do ?everything in my power as majority leader to get a bill across the finish line.? Senator Schumer said the group hoped to have the legislation written by March, with the bill hitting the Senate floor sometime in the late spring or early summer.

Schumer said Mr. Obama, during a call with Schumer and Sen. Dick Durbin (D) of Illinois on Sunday, was ?delighted? with the bipartisan framework.

The bipartisan working group of senators features immigration reform veterans like Democrats Schumer and Durbin and Bob Menendez of New Jersey, and Republicans John McCain of Arizona and Lindsey Graham of South Carolina alongside relative newcomers: Marco Rubio (R) of Florida, Michael Bennet (D) of Colorado and Jeff Flake (R) of Arizona.

Senators reach agreement on immigration reform

(AP) ? A bipartisan group of leading senators has reached agreement on the principles of sweeping legislation to rewrite the nation's immigration laws.

The deal, which was to be announced at a news conference Monday afternoon, covers border security, guest workers and employer verification, as well as a path to citizenship for the 11 million illegal immigrants already in this country.

Although thorny details remain to be negotiated and success is far from certain, the development heralds the start of what could be the most significant effort in years toward overhauling the nation's inefficient patchwork of immigration laws.

President Barack Obama also is committed to enacting comprehensive immigration legislation and will travel to Nevada on Tuesday to lay out his vision, which is expected to overlap in important ways with the Senate effort.

The eight senators expected to endorse the new principles Monday are Democrats Charles Schumer of New York, Dick Durbin of Illinois, Robert Menendez of New Jersey and Michael Bennet of Colorado; and Republicans John McCain of Arizona, Lindsey Graham of South Carolina, Marco Rubio of Florida and Jeff Flake of Arizona.

Several of these lawmakers have worked for years on the issue. McCain collaborated with the late Democratic Sen. Edward M. Kennedy on comprehensive immigration legislation pushed by then-President George W. Bush in 2007, only to see it collapse in the Senate when it couldn't get enough GOP support.

Now, with some Republicans chastened by the November elections which demonstrated the importance of Latino voters and their increasing commitment to Democrats, some in the GOP say this time will be different.

"What's changed, honestly, is that there is a new, I think, appreciation on both sides of the aisle ? including maybe more importantly on the Republican side of the aisle ? that we have to enact a comprehensive immigration reform bill," McCain said Sunday on ABC's "This Week."

"I think the time is right," McCain said.

The group claims a notable newcomer in Rubio, a potential 2016 presidential candidate whose conservative bona fides may help smooth the way for support among conservatives wary of anything that smacks of amnesty. In an opinion piece published Sunday in the Las Vegas Review-Journal, Rubio wrote that the existing system amounts to "de facto amnesty," and he called for "commonsense reform."

According to documents obtained by The Associated Press, the senators will call for accomplishing four goals:

?Creating a path to citizenship for illegal immigrants already here, contingent upon securing the border and better tracking of people here on visas.

?Reforming the legal immigration system, including awarding green cards to immigrants who obtain advanced degrees in science, math, technology or engineering from an American university.

?Creating an effective employment verification system to ensure that employers do not hire illegal immigrants.

?Allowing more low-skill workers into the country and allowing employers to hire immigrants if they can demonstrate they couldn't recruit a U.S. citizen; and establishing an agricultural worker program.

The principles being released Monday are outlined on just over four pages, leaving plenty of details left to fill in. What the senators do call for is similar to Obama's goals and some past efforts by Democrats and Republicans, since there's wide agreement in identifying problems with the current immigration system. The most difficult disagreement is likely to arise over how to accomplish the path to citizenship.

In order to satisfy the concerns of Rubio and other Republicans, the senators are calling for the completion of steps on border security and oversight of those here on visas before taking major steps forward on the path to citizenship.

Even then, those here illegally would have to qualify for a "probationary legal status" that would allow them to live and work here ? but not qualify for federal benefits ? before being able to apply for permanent residency. Once they are allowed to apply they would do so behind everyone else already in line for a green card within the current immigration system.

That could be a highly cumbersome process, but how to make it more workable is being left to future negotiations. The senators envision a more streamlined process toward citizenship for immigrants brought here as children by their parents, and for agricultural workers.

The debate will play out at the start of Obama's second term, as he aims to spend the political capital afforded him by his re-election victory on an issue that has eluded past presidents and stymied him during his first term despite his promises to the Latino community to act.

"As the president has made clear for some time, immigration reform is an important priority and he is pleased that progress is being made with bipartisan support," a White House spokesman, Clark Stevens, said in a statement. "At the same time, he will not be satisfied until there is meaningful reform and he will continue to urge Congress to act until that is achieved."

For Republicans, the November elections were a stark schooling on the importance of Latino voters, who voted for Obama over Republican Mitt Romney 71 percent to 27 percent, helping ensure Obama's victory. That led some Republican leaders to conclude that supporting immigration reform with a path to citizenship has become a political imperative.

Report: Japan to air ultra-high-def TV in 2014

TOKYO???The Japanese government is set to launch the world's first 4K TV broadcast in July 2014, roughly two years ahead of schedule, to help stir demand for ultra high-definition televisions, the Asahi newspaper reported on Sunday without citing sources.

The service will begin from communications satellites, followed by satellite broadcasting and ground digital broadcasting, the report said.

The 4K TVs, which boast four times the resolution of current high-definition TVs, are now on sale by Japanese makers including Sony, Panasonic and Sharp. Other manufacturers include South Korea's LG Electronics.

Japan's Ministry of Internal Affairs and Communications had aimed to kick-start the 4K TV service in 2016. That has been brought forward to July 2014, when the final match of the 2014 football World Cup is set to take place in Brazil, the Asahi report said.

In Japan, the development of super high-definition 8K TVs is in progress, and the Ministry of Internal Affairs and Communications plans to launch the test 8K TV broadcast in 2016, two years ahead of schedule, it said.

PROVIDENCE, R.I. (AP)-- The Rhode Island Senate Finance Committee is set to hold its first hearings this year, including on a proposal to exempt assets worth up to $2 million from the estate and transfer tax.

The committee is scheduled to meet Tuesday at the State House in Providence. The bill on estate and transfer tax exemption was filed by Sen. Edward O'Neill .

Other bills set for consideration include a proposal by Sen. David Bates for capital gains tax exemption for certain investments made in businesses in the state under certain conditions.

The committee will also consider Sen. Leonidas Raptakis' legislation that would repeal a legal provision requiring those licensed to sell liquor to file an annual report detailing sales information and tax collection on those sales.

The committee will also hear bills on sales and use taxes and other issues.

But we can let the press release issued late Friday speak for itself. So, lets:

J.J. Abrams will direct Star Wars: Episode VII, the first of a new series of Star Wars films to come from Lucasfilm under the leadership of Kathleen Kennedy. Abrams will be directing and Academy Award-winning writer Michael Arndt will write the screenplay.

Waiting for LTE to roll out to your neighborhood? FCC Chairman Julius Genachowski understands, and he's trying to speed up the process. The commission's head honcho recently announced new actions to the Broadband Acceleration Initiative, clarifying technical provisions within the Middle Class Tax Relief and Job Creation Act of 2012 that should make mobile broadband deployment a little easier. The crux of the change focuses on how requests to modify existing base stations and wireless towers are reviewed, and is designed to give providers less pause when investing in building out their infrastructure.

"Just as is the case for our nation's roads and bridges, we must continue to invest in improvements to cell towers and transmission equipment, in order to ensure ubiquitous, high-speed Internet for all Americans," Genachowski said in an official statement. "To keep pace with technological advances, such as the advent of small cells, and to lay the groundwork for new developments, our policies must continue to adapt." Speaking of adaptation, the Chairman's announcement also noted FCC efforts to expedite the installation of temporary cell towers, used to bolster network capacity for events like the Super Bowl or Olympics. FCC CHAIRMAN JULIUS GENACHOWSKI ANNOUNCES NEW BROADBAND ACCELERATION INITIATIVE ACTIONS; CLARIFIES RULES TO SPEED WIRELESS INFRASTRUCTURE DEPLOYMENT; MOVES TO EXPEDITE TEMPORARY CELL TOWERS

Actions would provide more certainty to providers and spur private investment and deployment of critical high-speed Internet equipment

(Washington, D.C.) - FCC Chairman Julius Genachowski today announced new actions as part of the Broadband Acceleration Initiative, a comprehensive effort to remove barriers to broadband build-out, including streamlining the deployment of mobile broadband infrastructure, such as towers, distributed antenna systems (DAS) and small cells.

The Commission defined and clarified a technical provision in the Middle Class Tax Relief and Job Creation Act of 2012 regarding local review of requests to modify an existing wireless tower or base station. This provision will accelerate deployment and delivery of high-speed mobile broadband to communities across the nation. This action will create greater certainty and predictability for providers that today invest more than $25 billion per year in mobile infrastructure, one of the largest U.S. sectors for private investment.

The Commission today also launched a proceeding to expedite placement of temporary cell towers - cells on wheels (COWs) and cells on light trucks (COLTs) - that are used to expand capacity during special events, such as the Inauguration or the Super Bowl.

Chairman Genachowski also announced actions in the coming months to further streamline DAS and small cell deployment; examine whether current application of the tower siting shot clock offers sufficient clarity to industry and municipalities; and begin developing model facility siting rules for localities. Each of these actions would contribute to faster, more efficient deployment of wireless infrastructure.

Chairman Genachowski said, "Providing more certainty to industry and municipalities, and more flexibility to carriers to meet extraordinary, short-term service needs will accelerate private and public investment to strengthen our nation's communications networks. Just as is the case for our nation's roads and bridges, we must continue to invest in improvements to cell towers and transmission equipment, in order to ensure ubiquitous, high-speed Internet for all Americans. To keep pace with technological advances, such as the advent of small cells, and to lay the groundwork for new developments, our policies must continue to adapt."

Michigan's Ross School of Business to Pilot Group Interviews? in ...

Recently Soojin Kwon, Director of Admissions of the University of Michigan?s Ross School of Business, announced that the school will pilot its first ever group admissions interviews for Round 2 applicants. This is not too surprising in and of itself? For the past year Wharton has been slowly but surely rolling out its own MBA group interview process, and the early feedback has been mostly positive. We figured that other top MBA programs would announce similar new initiatives to ?break out of the essay box? and get to know applicants in new ways.

What surprised us was the fact that the school?s first group interviews won?t be in Ann Arbor, or anywhere else in the United States, for that matter. Ross will pilot its first group interviews with some Round 2 applicants in? in Beijing and Shanghai! Why would Ross fly halfway across the globe to conduct such an important experiment that could dramatically impact its MBA admissions process?

This is what Soojin Kwon had to say in her blog post:

The group interview, while not a requirement for admission, is highly recommended. Candidates who are invited to interview in those cities will still be required to conduct a standard, one-on-one interview with an alumni or current student interviewer.

Adding to the intrigue, knowing that this is so new and experimental (not to mention that Ross announced it after Round 2 applications had already been submitted), why would Ross make the new interview process ?highly recommended?? Normally, when a business school introduces a pilot such as this, the school will go out of its way to let applicants know that it?s optional, and that participating or not participating will not have a significant impact on their admissions chances.

So what gives? The most likely explanation is that the Ross admissions team is looking for a new, better way to evaluate China-based applicants? English skills. Some MBA programs rely on local alumni interviewers, and others rely on Skype for overseas applicants. These all work well for the most part, but what better way to evaluate these applicants? communication skills and English fluency than to go to where they are, sit in a room with them, and hear how well they can participate in a discussion that could go in any number of directions?

The Ross admissions team has not made much of a point about Chinese applicants? English skills being tested in these group interviews, we can?t help but think that this is a big reason (if not THE reason) why Ross will pilot this process starting in China. It will be interesting to see if this process expands to cover more Ross applicants next year.

It's the stupidity, stupid.?That's essentially the warning to fellow Republicans from party heavyweights like former Mississippi Gov. Haley Barbour and Louisiana Gov. Bobby Jindal.

At a gathering Thursday of the Republican National Committee (RNC) in Charlotte, N.C., Governor Jindal ? a potential presidential candidate in 2016 ? called on the GOP to "stop being the stupid party." "I'm serious," he added. "It?s time for a new Republican Party that talks like adults.... It's no secret we had a number of Republicans that damaged the brand [last] year with offensive and bizarre comments. I'm here to say we?ve had enough of that."

Mr. Barbour, a former RNC chairman, made essentially the same charge Friday on "CBS This Morning," saying comments about rape and abortion in the past election cycle from several Republican Senate candidates hurt the entire party. "The comments they made were stupid comments, offensive comments, and in today?s world when a candidate in one state says something, the negative effect of that can spill over to other candidates," he said.

Both men were referring to the much-publicized, and much-derided, remarks of former Rep. Todd Akin of Missouri ("if it's a legitimate rape, the female body has ways to try to shut that whole thing down") and former Indiana state Treasurer Richard Mourdock ("even when life begins in that horrible situation of rape, it is something that God intended to happen").

The comments contributed to ? and may have been responsible for ? Republican Senate losses in states that the party otherwise had very good chances of winning. Moreover, the media attention they received may even have played a part in Mitt Romney's loss to President Obama, by turning some moderate women from the Republican Party.

Actor Burt Reynolds reportedly in intensive care with flu

LOS ANGELES (Reuters) - American actor Burt Reynolds is battling the flu in the intensive care unit of a Florida hospital, CNN reported on Friday.

The "Smokey and the Bandit" actor arrived at the unnamed hospital with dehydration and was later transferred to intensive care, Reynolds' manager, Erik Kritzer, told CNN.

"He is doing better at this time," Kritzer was quoted as saying on Friday afternoon. "We expect, as soon as he gets more fluids, he will be back in a regular room."

Reynolds, 76, is famous for roles in 1970s movies including "Deliverance" and "The Longest Yard." More recently, he won a Golden Globe award for his role as a porn king in 1997 film "Boogie Nights."

Reynolds had heart bypass surgery in 2010.

How Leaders Gain Momentum ? Business Management Daily: Free ...

Watch the Super Bowl next week and I can guarantee two things: You?ll see far too many camera shots of celebrities at the game, and the word momentum will be spoken by the announcers at least once. You can watch any sporting event and hear that word?momentum?used almost with reverence. It is an intangible force that gives teams that are behind hope, and teams that are ahead even greater confidence in the outcome.

Of course momentum isn?t just a sports phenomenon?salespeople talk about it, stock market watchers study it, and many more do too. Because of this, it isn?t surprising that leaders want to create it with their teams.

It is a worthy goal?why wouldn?t you want to find a force that creates an attraction to, and energy for, greater success? The question for us as leaders is: Can we manufacture momentum?

In short, yes we can.

Momentum in a football game will be mentioned after one play?a long run, a turnover, or any other sort of pivotal play. Think about that. This magical thing called momentum comes from one play.

Ever had to tackle a really big task in your life? Let?s say, cleaning a closet. How do you get the closet cleaned? You pick up one item, or pull out boxes to sort into, or any one thing. Momentum on the task comes from....one action. By the way, cleaning the closet may or may not actually be a big task, but it feels like one, doesn?t it?

If you keep looking at a task and don?t know how or where to start, you don?t start. Yet inevitably, once you take some small action, the job seems more realistic and doable, so you keep going toward accomplishing it....momentum.

You build momentum by starting.

Earl Weaver, the recently deceased baseball manager, talked about momentum this way: ?Momentum? Momentum is the next day's starting pitcher.?

You create momentum by getting started.

As a leader, you must lead?including in this way. If you want to build this irresistible force on your team or in your organization, put a premium on taking action, and start with yourself. Here are three tips to help make that happen.

  1. Just do?.something. Perhaps the step you take is wrong, or not the best first one, but you start.
  2. Change the items on your to-do list. Don?t write ?New product development,? write ?Determine product title? or ?Make call to customer? or whatever small action gets you started. With a full list already, how likely will you be to make progress on ?New product development? today?
  3. Remember achievement mathematics. I?ve written about this formula elsewhere. Here is the key?tie daily action to purpose and important goals. Make that connection in small increments and momentum will be created.

Doing this for yourself will change your world. As a leader you need to leverage this for others too. Do these three things for yourself, then teach others, through your example, to do the same. It will create a new expectation, a new energy, an irresistible attraction to your goals and greater results.

It will create momentum.

I?ll close with a powerful quotation from the German writer Johann Wolfgang von Goethe that illuminates this powerful idea. Read it now, and read it each morning for the next week?right before you take at least one action?action that will build momentum.

"Until one is committed, there is hesitancy, the chance to draw back?concerning all acts of initiative (and creation), there is one elementary truth that ignorance of which kills countless ideas and splendid plans: that the moment one definitely commits oneself, then Providence moves too. All sorts of things occur to help one that would never otherwise have occurred. A whole stream of events issues from the decision, raising in one's favor all manner of unforeseen incidents and meetings and material assistance, which no man could have dreamed would have come his way. Whatever you can do, or dream you can do, begin it. Boldness has genius, power, and magic in it. Begin it now."

Our review unit came with a high-end Intel Core i7-3820QM processor, 16GB of DDR3 memory, 128GB solid-state drive (SSD) as the C: drive, 750GB data hard drive, DVD burner, and a 97 Whr removable battery. The system is IT serviceable, so you can get into the chassis to swap out parts that need replacement or upgrading. Though not set up that way on our system, multiple drives can be configured in a RAID array for speed, data integrity, or a combo of both (RAID 0,1,5). For RAID 5, you may need to pop a drive into an optional removable optical bay adapter and install an SSD in the free Mini-card slot inside.

The M4700 features a tool free pop-out drive bay, so you can keep your data safe. The whole bottom panel comes off after the user removes two screws, facilitating upgrades and installs. The bottom of the unit has a docking port for Dell's line of E-Family docks, including docks that allow for up to four monitors, or another docking slice that lets you connect legacy peripherals like Parallel ports and PS/2 peripherals.

The system has plenty of modern connectors as well, including two USB 2.0 ports, two USB 3.0 ports (unfortunately not colored blue to differentiate from USB 2.0), an eSATA/USB 2.0 combo port, serial port, VGA, Ethernet, 4-pin FireWire 400 port, HDMI-out, DisplayPort, smart card reader, SD-based card reader, and an ExpressCard slot. Between the included ports and what you can get with the legacy dock, you'd find it hard to come up with any peripheral you couldn't connect, save possibly Thunderbolt and Fibre channel. Fibre channel is really a server/switch connector, so its absence is no problem. Thunderbolt is still finding its footing in the Windows world, but it is ubiquitous on high-end Mac laptops like the Apple MacBook Pro 15-inch (Retina Display.

The M4700's UltraSharp FHD display was bright and very clear. Text and minute detail were sharp and easy on the eyes, thanks to an anti-glare coating. You should be able to stare at this display for hours on end, as would be the case when you're working on an intricate project. The 1,920 by 1,080 resolution screen means that you can launch multiple windows side by side without having to worry about too much data being lost to toolbar space. It's certainly a lot more screen real estate than other systems you'd entertain bringing into the field like the rugged Editors' Choice Dell Latitude E6430 ATG, which only has a 1,366 by 768 resolution screen.

The M4700's speakers were loud enough for a good-sized conference room, but otherwise utilitarian. While the M4700 isn't overtly ruggedized like the Latitude E6430ATG, the M4700 is hardened to MIL-STD-810G standards fro humidity, temperature, vibration, dust, altitude, and shock.

The system comes with both a pointing stick and multitouch trackpad. The pointing stick works as you'd expect, with a row of mouse buttons under the space bar. The trackpad can be setup to use two finger controls, but it can also be used with its own gestures to control functions like scrolling with one finger. In this, the system is setup to handle both new users and users that are "used to doing things a certain way." The backlit keyboard has four brightness settings, and is comfortable to use, with traditional style concave keys. The system is wireless, with 802.11 a/b/g/n dual band Wi-Fi for the most flexibility in connecting to guest networks. The system can be equipped with an optional WWAN 3G cellular modem.

Our review unit came with Windows 7 Professional, though you can opt for Windows 8 Pro. We'd recommend Windows 7 for the time being, as it may be a while before your company rolls out a Windows 8-compliant version of the apps you need to use. This isn't a system for simply using Word and Excel, it's a system capable of running ISV certified apps like PRO/Engineer and CAD programs. Dell Precision M4700

Performance
The system's performance and reliability are the reasons you buy a workstation. The system is solidly built, so it shouldn't have any problems serving your users over the course of a few years. The performance of the system is very good to exemplary, with good scores at our multimedia tests like Photoshop CS6 and Handbrake (video encoding). Handbrake took an extremely short 46 seconds to complete, far quicker than other performance-oriented Core i7-powered laptops like the Apple MacBook Pro 15-inch (Retina Display) (1:13) and the Acer Aspire S7-391-9886 (1:17). All three of these laptops use SSD or flash memory-based drives, so the Precision M4700 wins with its speedier Core i7 processor and Nvidia Quadro graphics.

The Precision M4700 also wins on the CineBench R11.5 test, which measures how fast a system can render a 3D image in software. The Dell's score of 6.92 points is one of the highest we've seen for a laptop, and is higher than most desktops as well. Day-to-day performance was decent, and the system certainly did well at our 3D tests, which are admittedly consumer-based. Perhaps the most notable indicator is that the system lasted a very good 6 hours 28 minutes on our battery rundown test. This means that this system will last for much of a workday. The M4700 has a very good mix of power and battery life. The system can be fitted with an optional 97Whr battery slice for additional power.

The problem with comparing the Dell Precision M4700 to previous units is that there are far fewer mobile workstation laptops than consumer or business laptops out there. Our last true mobile workstation Editors' Choice was the HP Elitebook 8560w, and while it also has ISV certifications and also has a 15.6-inch full HD screen, the HP 8560w used an older Core i7 processor and AMD FirePro graphics. Granted, the 8650w also came in at under $1,600. The Dell Precision M4700 is a higher-level workstation, with many more options, expandability, higher end drive systems, higher end graphics options, and is generally more capable. If you have a need for ISV certified apps, or highest end reliability and performance, then the Dell Precision M4700 is the mobile workstation for you, and as such, earns our nod for Editors' Choice for mobile workstations.
